Despite government efforts to promote Max, including restrictions on Telegram and WhatsApp calls, many lawmakers continue to use Telegram for updates. Duma Speaker Volodin launched a Max channel, but updates were reportedly still shared in Telegram chats, contrary to official guidelines.
