The Photos app loading issue on Windows 11 was fixed in the July 2024 update. The problem was caused by a setting called "BlockNonAdminUserInstall," which interfered with the app. Microsoft released an update (version 2024.11070.15005.0) on July 17, 2024 to resolve the conflict. Most users won't need to do anything as updates are usually automatic. If needed, users can manually check for updates in the Microsoft Store app.
