Users of Instagram and Facebook Messenger reported significant outages, with Downdetector logging over 200 complaints for Instagram and at least 50 for Facebook Messenger. The issues affected multiple regions, with around 500 reports from the UK and over 1,500 from India. Approximately 70% of the problems involved users unable to log into Instagram. By 7:43 AM, complaints about Instagram outages had decreased to 44, indicating an improvement in the situation.

Users are experiencing difficulties accessing the National Lottery website and app due to a planned closure for significant upgrades, not an outage. As of 11 PM on Saturday, all draw game sales and prize claims in shops across the UK have been paused and are expected to resume late Monday morning. This closure is part of the largest technological upgrade in the National Lottery's 31-year history, anticipated to last approximately 36 hours. Customers will be unable to log into their online accounts, purchase draw tickets, or claim prizes until later today, Monday, August 4. Allwyn is upgrading the National Lottery’s gaming and retail systems to modernize the infrastructure, as the current systems have been in place since 2009. Some in-store terminals may experience delays in coming back online due to the upgrade processes.

Microsoft is enhancing Windows 11 with a feature called Quick Machine Recovery (QMR), currently in preview builds, designed to address boot failures. QMR uses the Windows Recovery Environment (WinRE) to automatically connect to the internet and Microsoft’s servers for solutions during repeated boot failures. It was developed in response to a mid-2024 incident where a security update caused widespread outages. QMR introduces two modes: cloud remediation, which searches for fixes via Windows Update, and auto remediation, which continuously checks for and applies fixes automatically. Control over QMR varies by Windows edition, with Home users having it enabled by default and Pro and Enterprise users able to configure it. QMR is currently available to Windows Insider Program participants and is expected to be included in the Windows 11 25H2 update in late 2025.

Microsoft has announced the retirement of the Blue Screen of Death (BSOD) after nearly forty years, transitioning to a new error screen called the Black Screen of Death. The new screen will feature a black background, replacing the blue, and will provide clearer error messages, such as "Your device ran into a problem and needs to restart." This change is part of a broader initiative to improve user experience during critical failures, including a significant reduction in reboot times to approximately two seconds. The redesign was influenced by the CrowdStrike outage and aims to enhance clarity and efficiency in troubleshooting. The rollout will begin with Windows Insiders and expand to millions of PCs globally.

On July 1, Russian authorities began a nationwide trial to restrict access to messaging platforms Telegram and WhatsApp, following President Putin's signing of legislation for a state-controlled "sovereign messenger." Users across Russia reported outages of these services around 11 PM on June 30, with nearly 12,000 outage reports for Telegram and 1,500 for WhatsApp recorded within 24 hours, primarily from the Nizhny Novgorod region and the Republic of Tatarstan. Analysts view this as a "targeted shutdown" in preparation for a potential complete ban, noting that competing platforms did not face similar issues and that access was quickly restored via VPN. This trial follows a law enacted on June 24 for the development of a state-controlled messaging platform under FSB supervision, with plans for features like encrypted chats and digital ID. Additionally, legislation approved earlier in June requires the establishment of a national messaging platform by 2026 to replace foreign applications for official and public use.
