Rostelecom has blocked two torrent trackers that hosted databases of legal documents from “Consultant-Plus”. Notably, the trackers were completely blocked by their domain names.

In a decisive move, the Russian communications watchdog, Roskomnadzor, has implemented a full-scale blockade on the torrent trackers underverse.su and darkos.club. This action was taken in accordance with the “anti-piracy” law, which empowers copyright holders to seek court orders for the blocking of resources infringing on their rights through the Moscow City Court.

Initially, the “anti-piracy” law was designed primarily to protect the rights of film and television content owners. However, in 2016, an expanded version of this law came into effect, allowing rights holders across all content types—excluding photographs—to pursue the blocking of pirated resources.

This legal avenue was successfully navigated by the creator of the legal information system, Consultant-Plus. Established in 1992, the company has since developed a comprehensive legal database that encompasses approximately 90 million various regulatory acts. The distribution of Consultant-Plus is managed by over 300 regional information centers.

Following in the Footsteps of “Garant”

Another significant legal document database is the “Garant” system. Its copyright holder, the non-profit enterprise “Garant Service – University,” similarly achieved a blockade against the torrent tracker pirat.ca through the Moscow City Court in the spring of 2016.

All three torrent trackers mentioned have been completely blocked by Roskomnadzor, with their domain names officially recorded in the Register of Prohibited Sites under the “URL address” section.

Complete Blockage of Torrent Trackers

Typically, under the “anti-piracy” law, Roskomnadzor blocks specific URLs that host particular pages where infringing works are shared. However, in this instance, the entire range of pages associated with the respective torrent trackers has been rendered inaccessible.

This comprehensive approach has primarily been applied to torrent trackers and online cinemas that illegally distribute series from networks like TNT.

One of the blocked trackers, darkos.club, had previously faced a blockade under a different domain name, dark-os.com. This earlier action was initiated by the company “1C” due to the distribution of business automation software such as “1C.Accounting” and “1C.Enterprise.” In 2016, the Moscow City Court ruled for a “perpetual” blockade of this tracker, a measure that can be enacted if a resource is found guilty of infringing the rights of the same copyright holder on two separate occasions.
