The onset of these failures was first noted around 8:30 a.m. on February 11, with reports from the Ukrainian segment of users surfacing shortly thereafter, specifically after 9:30 a.m. The peak of the outage was recorded at 9:39 a.m., highlighting a concentrated period of disruption.
