Microsoft has announced a temporary halt on the rollout of this month’s Windows 11 security updates for certain Dell devices, following reports of shutdowns and performance issues linked to the updates. This situation arises specifically from the installation of the KB5101650 cumulative update, which was released on Tuesday for Windows 11 versions 25H2 and 24H2.
Details of the Issue
The complications began after the application of the June 23, 2026, Windows preview update (KB5095093). A limited number of Dell systems are now exhibiting a yellow exclamation mark in Device Manager, indicating a problem with the Intel Innovation Platform Framework Processor Participant driver. Microsoft has noted that these devices may experience a range of issues, including:
- Unexpected shutdowns
- Poor performance
- Increased heat
- Battery drain
The underlying cause of these problems stems from a conflict introduced by the June 2026 KB5095093 preview cumulative update. This update has created an incompatibility between the new Windows USB-C Connection Manager interface and the Intel Innovation Platform Framework (IPF) Processor Participant driver, as reported by Dell during the testing phase.
The Intel IPF Processor Participant driver plays a crucial role in managing system power and thermal performance by regulating the processor’s cooling and power consumption. Due to the identified incompatibility, affected devices will show a yellow exclamation mark next to the Processor Participant driver in Device Manager.
In light of these challenges, Microsoft is collaborating with Dell to find a resolution. Until a fix is implemented, the KB5101650 update will not be distributed to the impacted systems. Microsoft has assured users that a solution for the affected devices is expected to be released in the coming days, as noted in an update to the Windows release health dashboard.
In addition to addressing this issue, Microsoft has recently resolved another known problem that caused the Copilot Chat or Copilot buttons to disappear for Classic Outlook for Windows users with the Copilot Chat (Basic) license. Earlier this month, the company also restored GIF functionality in the Emoji Panel for Windows 11 users after the retirement of Google’s Tenor GIF search engine API.
