Messaging app Telegram blocked in Russia’s Dagestan and Chechnya regions

In a significant move reflecting ongoing security concerns, the messaging app Telegram has been blocked in Russia’s Dagestan and Chechnya regions. This decision was announced by Yuri Gamzatov, Dagestan’s digital development minister, and reported by the state news agency Tass.

Security Measures Following Recent Unrest

Gamzatov explained that the federal-level decision to restrict access to Telegram was made in response to recommendations from law enforcement agencies. He highlighted the platform’s frequent use by adversaries, particularly referencing the unrest that occurred at Makhachkala airport earlier this year. The minister indicated that while the ban is currently in place, there is potential for it to be lifted in the future.

Since the beginning of 2024, users in parts of the North Caucasus have experienced service disruptions on Telegram. In light of these developments, Gamzatov has advised users to consider alternative messaging options, specifically mentioning the VK messenger as a viable substitute.

The unrest at Makhachkala airport on October 29, 2023, was triggered by the arrival of a flight from Israel, coinciding with heightened tensions in the Middle East. The resulting mass riots led to significant damage, estimated at over 24 million rubles (approximately 5,000), primarily targeting airport property. Authorities reported that 30 officials were attacked during the chaos, with 23 sustaining injuries.
