Civil Servants to Switch to “Max”: New Messenger to Become Main Work Tool by 2030

The government has mandated that all work-related communications for state and municipal employees must transition to the "Max" messenger platform by 2030. The "Max" platform was developed by "Kommunikatsionnaya platforma," with a beta version launched in March 2025 and becoming a mandatory pre-installed application on new smartphones in Russia by September 2025. As of March 2026, "Max" had 100 million registered users and offered features like audio/video calls, chat, voice messaging, large file sharing, and money transfers. In July, the EU imposed sanctions on VK, the parent company of "Kommunikatsionnaya platforma," and "Max" was removed from the Apple App Store in June and from Google Play recently. VK stated that its services remain functional and are available on alternative platforms such as RuStore and Huawei AppGallery. Negotiations with Apple are ongoing to restore "Max" to the App Store.

Windows 10 just got a big security update. Here’s who gets it

Microsoft released update KB5099539 for Windows 10, enhancing security and addressing vulnerabilities. The update resolves issues in File Explorer related to OneDrive shortcuts and erroneous error messages during file deletions, as well as fixes for keyboard shortcut malfunctions. Windows 10 PCs will receive updated Secure Boot certificates, which are essential for system integrity, with Microsoft actively rolling these out. Secure Boot certificates for most Windows devices are set to expire starting in June 2026. Users must be enrolled in the Extended Security Updates (ESU) program to benefit from the KB5099539 update, which provides continued support until October 12, 2027.

Amnesia is a concept that proposes a messaging platform emphasizing temporary communication with no permanent accounts or conversation histories. The initial prototype allows users to create one-time sessions using QR codes, ensuring that all data is destroyed once the session ends. Each session generates unique identity keys, preventing credential reuse and session token theft. The system does not retain any conversation history, reinforcing the principle that once a session is terminated, the data is irretrievable. Amnesia's relay facilitates communication without retaining user accounts or histories, and its design minimizes durable information to reduce risks. The project is currently an architectural concept and an early prototype, not ready for production or sensitive communications.

Russia’s Max Messenger Removed From Google Play

Max, a messaging application launched by VK in 2025 and endorsed by Russian President Vladimir Putin, was removed from Google’s Play marketplace on July 16, 2023. Microsoft Patch Tuesday for July 2026 — Snort rules and prominent vulnerabilities

Microsoft's July 2026 security update addresses 622 vulnerabilities, with 57 classified as "critical." Two critical vulnerabilities, CVE-2026-56155 (Active Directory Federation Services) and CVE-2026-56164 (Microsoft SharePoint Server), have been exploited in the wild. The critical vulnerabilities include 48 remote code execution (RCE) vulnerabilities, seven elevation of privilege (EoP) vulnerabilities, one spoofing vulnerability, and one security feature bypass vulnerability. RCE vulnerabilities affect various Microsoft services, including Windows Media, Microsoft Office, and SQL Server, with eleven rated as "more likely" to be exploited. Additional important vulnerabilities include CVE-2026-49170, CVE-2026-49795, and CVE-2026-50325. Talos is releasing a new Snort ruleset to detect these vulnerabilities, and Cisco Security Firewall customers are advised to update their ruleset.
