Major mobile carriers in Russia, including MTS, MegaFon, Beeline, and T2, have agreed to zero-rate data usage for the domestic Max messenger, effective August 1. This initiative aims to promote the state-approved platform and discourage the use of foreign messaging apps. Subscribers will have free access to voice calls, messaging, file transfers, and other services within the Max app. Since its launch in spring 2025, Max has been integrated into state digital services and mandated to be pre-installed on all smartphones sold in Russia, resulting in nearly 70 million daily active users. This announcement follows EU sanctions against VK, the app's developer, due to allegations of its connections with the Russian FSB and surveillance capabilities, leading to the removal of VK and Max from Apple and Google app stores.

Australia's eSafety watchdog has initiated legal proceedings against the messaging platform Telegram for allegedly failing to adequately remove extremist content, including footage related to mass shootings in Buffalo and Christchurch, as well as material linked to the Islamic State. Following recent tragedies, Telegram channels have surfaced that celebrate attackers and circulate videos of their acts. Telegram has denied the allegations, claiming to block terrorist-related content and reporting the removal of over 150,000 terrorist-related communities this year. However, Inman Grant raised concerns about the platform's compliance and responsiveness to regulatory actions.

Telegram and WhatsApp have faced significant restrictions, leading to a gradual decline in their audience. After calls on Telegram and WhatsApp were banned in August 2025, users began exploring alternative messaging applications, contributing to the rise of lesser-known services.

Cybersecurity firm ArcticWolf has identified 292 malicious GitHub repositories that impersonate legitimate software tools, part of a campaign to deliver a new variant of the BoryptGrab infostealer. This malware can extract sensitive information from 19 web browsers, 32 cryptocurrency wallets, messaging applications like Telegram and Discord, gaming platforms such as Steam, and Windows Credential Manager. It can also exfiltrate files from users' Desktop and Documents folders and capture screenshots. This variant bypasses Chrome’s App-Bound Encryption using direct code injection and does not include an anti-analysis layer or conceal itself, aiming to harvest data quickly without persistence. The malicious activity began in late June, with most repositories removed from GitHub, though several dozen remain active. GitHub's status as a key platform in the open-source community makes it a target for cybercriminals, emphasizing the need for developers to thoroughly vet code before integration.
