Major mobile carriers in Russia have reached a significant agreement to zero-rate data usage for the domestic Max messenger, as announced by the app’s developer, VK. This initiative, which will take effect on August 1, aims to encourage users to embrace the state-approved platform while steering them away from foreign messaging applications.
Details of the Agreement
Under this new arrangement, subscribers of MTS, MegaFon, Beeline, and T2 will enjoy complimentary access to voice calls, messaging, file transfers, and other digital services within the Max app. Beeline’s CEO, Sergei Anokhin, highlighted the importance of Max as a vital component of the state’s digital infrastructure, as reported by the newspaper Kommersant. Meanwhile, MegaFon emphasized the carriers’ collective goal to consolidate their resources in order to create a cohesive digital environment.
Since its launch in spring 2025, Russian authorities have actively promoted Max, integrating it into state digital services and mandating its pre-installation on all smartphones sold within the country. This strategy has proven effective, as Max now boasts nearly 70 million daily active users, surpassing Telegram in popularity during May and June, according to media audience tracker Mediascope.
The announcement of the zero-rating deal comes in the wake of EU sanctions against VK, stemming from allegations regarding the development of Max. Brussels has claimed that the Russian FSB security service oversaw the app’s creation, asserting that it possesses extensive surveillance capabilities to monitor communications. In response to these sanctions, major tech companies Apple and Google have removed the VK and Max apps from their respective app stores.
