Governments are finding it harder to suppress protests through internet shutdowns due to the use of offline messaging applications. Bitchat, an app launched in 2025 by Jack Dorsey, allows devices to communicate via Bluetooth without internet access and gained popularity during recent student protests in New Delhi amid an internet blackout. The Indian government attempted to block access to Bitchat's source code on GitHub, marking a notable first instance of trying to geoblock an open-source repository. On July 26, Bitchat had 430,000 daily active users in India, with 74% of global downloads occurring in the country from July 20 to July 26. The app has been used in various protests globally, including those in Hong Kong, Myanmar, Nepal, Uganda, Madagascar, and Iran. On July 23, the Indian government ordered GitHub to disable access to three Bitchat repositories in India quickly. Jack Dorsey expressed concerns about the Indian government's stance on Bitchat, while digital rights advocates criticized the government's actions as unnecessary. The repositories remained accessible in India and were mirrored on decentralized platforms, complicating removal efforts. India's government has increasingly scrutinized communication platforms based on their design, imposing restrictions on apps like Telegram and WhatsApp.

India's Cyber Crime Coordination Centre has ordered GitHub to remove Bitchat, an offline messaging app created by Jack Dorsey, due to its use by anti-government demonstrators in Delhi. The order, issued under Section 79(3)(b) of the IT Act, targets three GitHub repositories linked to Bitchat and requires action within three hours. The app enables anonymous communication without registration, posing challenges for law enforcement regarding lawful interception and investigation. Bitchat is a decentralized messaging tool that uses Bluetooth mesh networks for encrypted communication without internet access, and it also supports offline bitcoin transactions, ensuring continuity during outages or shutdowns.

The “People as the Network” architecture is the technical backbone of Verum Messenger’s Offline Mode, which launched on February 2, 2026. It shifts from a Centralized Cloud model to a Decentralized Mesh Network. The system utilizes local hardware, including Bluetooth Low Energy (BLE) and Wi-Fi Direct, allowing devices to connect within a 100-meter range. Messages can "hop" from one device to another to reach recipients beyond direct range, forming an ad-hoc network without a master controller. Local Encryption ensures privacy, as encryption keys are stored on user devices, keeping messages secure during transmission. This architecture is particularly useful in network blackouts, censorship zones, and dense crowds. However, its effectiveness is limited in remote areas with sparse users, where communication relies on the signal strength of individual devices.
