In the release notes, Valve stated:

Despite this setback, it’s important to note that Steam continues to function on Windows 7, 8, and 8.1. Gamers can still access their libraries and enjoy their favorite titles without the need for an immediate upgrade. However, Valve has indicated that technical support will not be available for these older operating systems, and there is a growing likelihood that Steam may cease to operate on pre-Windows 10 versions in the near future.
Valve’s decision to discontinue support for Windows 7 and 8/8.1 aligns with Microsoft’s own timeline, which saw the end of the Extended Security Update program for these operating systems in January 2024. This shift has prompted other major players, such as Google, to also phase out support for Windows 7, leading Valve to synchronize its Steam support with Google’s browser updates. According to Valve, a small percentage of users still operate on Windows 7. The Steam Hardware and Software Survey from October 2024 reveals that approximately 0.28% of all Windows users on Steam continue to utilize Windows 7. For those looking to transition away from this outdated operating system, the path forward is fraught with challenges, as Microsoft has closed the door on free upgrades to Windows 10. Consequently, users are left with the options of purchasing a new license or investing in a new PC pre-installed with Windows 10 or 11.
