During the early stages of development, principal writer Siim Sinamäe revealed to PC Gamer that the original storyline revolved around a fictional counterpart to the real-life International Monetary Fund. This narrative direction leaned heavily into themes reminiscent of classic police dramas. However, the team recognized the need for a fresh approach, prompting a significant pivot in their storytelling strategy.

Writer Honey Watson took the reins of this new vision, infusing the narrative with a sense of urgency reflective of contemporary political climates. “It might just be because I was so much younger [in 2019], but there’s a greater sense of political urgency at the moment, particularly in the US, where a handful of our writers are based,” Watson noted. “But not just in the US—everywhere there’s a great sense of political urgency, and it feels like we are at a really decisive moment in determining what our political future is going to be.”

This heightened awareness of global political dynamics adds a compelling layer to the spy narrative. As Watson articulates, “a spy is someone who is trying to shape the world in a certain ideological image from backstage.” This perspective not only enriches the storytelling but also resonates with players navigating their own complex realities.

With such ambitious themes at play, the pressure to deliver a worthy follow-up to one of the decade’s most celebrated RPGs is palpable. Yet, the creative team at ZA/UM appears poised to rise to the challenge, crafting a narrative that reflects the intricacies of our times while engaging players in a thought-provoking experience.
