Russia orders state-backed MAX messenger app to be pre-installed on all smartphones and tablets

Beginning next month, the Russian government will mandate that all mobile phones and tablets sold within the country come equipped with the state-sponsored MAX messenger app. This announcement, made on Thursday, positions MAX as a competitor to popular messaging platforms like WhatsApp, while simultaneously raising concerns regarding user privacy and potential surveillance.

Government Integration and App Store Changes

According to a statement from the government, MAX will be integrated with various government services and will be included on a list of apps that must be pre-installed on all “gadgets” sold in Russia starting September 1. In a bid to further bolster its domestic digital ecosystem, the government will also require that RuStore, Russia’s own app store, be pre-installed on Apple devices, a move that aligns with the ongoing emphasis on local technology solutions.

State media has countered allegations from critics who claim that MAX functions as a surveillance tool, asserting that the app has fewer permissions to access user data compared to its competitors, WhatsApp and Telegram. Furthermore, the government announced that a Russian-language television app, LIME HD TV, which offers free access to state TV channels, will be pre-installed on all smart TVs sold in Russia starting January 1.

As of this week, MAX has reported that 18 million users have downloaded the app, although some features are still undergoing testing. This rapid uptake reflects the government’s push to establish a digital environment that is both controlled and compliant with its regulatory framework.

In light of these developments, the broader implications of such policies raise questions about the balance between state oversight and individual privacy. As noted by journalist Glenn Greenwald, the expectation is that public officials should be transparent, while private individuals maintain their privacy.
