Investigation and Arrest of Former Public Safety Board Member

Stephen E. Walker, previously a member of the Bloomington Board of Public Safety, was apprehended on October 2 on charges related to the possession of child pornography. This arrest followed a thorough investigation that began in February, spearheaded by the FBI’s Boston division, which focused on a suspect identified as “BW.”

Walker, 34, had a tenure of nearly nine years with the Indiana Department of Correction, a position he no longer holds, as confirmed by Chief Legal Officer Anna Quick. The probable cause affidavit indicates that Walker knowingly accessed and possessed images depicting minors engaged in sexual conduct.

The investigation unfolded after BW was arrested for distributing child pornography, during which he disclosed that he had shared explicit images of his 13-year-old stepdaughter with Walker via Kik Messenger. The affidavit details that BW had accessed the minor’s electronic devices to obtain these images.

Between February 10 and 14, a significant exchange of messages occurred between BW and Walker, whose Kik username was identified as captainamerica250. During this period, BW sent approximately 33 media files to Walker, including five images classified as child sexual abuse material.

Prior to sending these images, Walker inquired about the stepdaughter’s age, to which BW confirmed she was 13. The affidavit further reveals that Walker made disturbing comments regarding the sexual assault of the minor.

Through subpoenas issued to Kik, Google, and Verizon, law enforcement was able to trace the Kik account back to Walker. A Monroe County Circuit Court judge subsequently authorized a search warrant for Walker’s residence and vehicle, following Detective Kevin Frank’s submission of the affidavit on September 26.

On the morning of October 2, Bloomington Police Department officers located Walker near his home. Initially, he attempted to downplay his involvement, but later admitted to owning the Kik account and provided his email address and phone number linked to it.

As the investigation progressed, Walker expressed a desire to cease the conversation and requested legal representation. Law enforcement seized electronic devices from Walker, which will undergo examination by the Indiana State Police Cyber Crimes Division.

A judge has since approved Walker’s monitored conditional release, which includes internet monitoring. His pretrial conference is scheduled for November 11, 2025, at 1:45 p.m.
