Windows 11’s May security update is crashing PCs with code 0xc0000098

Over two weeks have passed since Microsoft rolled out update KB5058405 for Windows 11 23H2, an initiative aimed at addressing several critical security vulnerabilities within the operating system. The urgency surrounding this update prompted automatic installation on compatible devices. However, users are now reporting significant issues following the update’s application.

Boot Issues Arise

Many affected PCs are failing to boot, halting the startup process with the ominous error code 0xc0000098. Microsoft has acknowledged that both Windows 11 23H2 and its predecessor, 22H2, are experiencing this problem, while Windows Server versions appear to be unaffected.

In a recent communication, Microsoft stated:

“We are aware of an issue installing the May Windows security update (KB5058405) on some Windows 11, version 22H2 and 23H2 devices. Affected devices might encounter the following recovery error:

Your PC/Device needs to be repaired
The operating system couldn't be loaded because a required file is missing or contains errors.
File: ACPI.sys
Error code: 0xc0000098

This issue has been primarily observed on a limited number of physical devices, but it is predominantly affecting systems operating within virtual environments, including:

  • Azure Virtual Machines
  • Azure Virtual Desktop
  • On-premises virtual machines hosted on Citrix or Hyper-V

Interestingly, home users utilizing Windows Home or Pro editions are less likely to encounter this problem, as virtual machines are typically employed in IT settings.

The ACPI.sys file, which stands for Advanced Configuration and Power Interface, serves as a vital Windows system driver that facilitates the management of hardware resources and power states. Notably, there have been reports of similar errors arising with different file names.

At present, Microsoft has not provided a resolution for this issue. The company is actively investigating the matter and has indicated that the error may also manifest in conjunction with other file names.
