Samsung’s new GAIA PC chip challenges Microsoft’s Copilot+ program — and why I can only see that as a positive for the AI PC industry

NVIDIA’s recent RTX Spark announcement at Computex 2026 has stirred the waters of competition among tech giants, and now Samsung appears poised to join the fray with its own innovative approach to custom silicon tailored for AI-driven PCs. This marks a significant return for Samsung to the PC silicon arena, with its last notable venture being the Exynos 5 Dual in 2012, which was primarily designed for Chromebooks.

The new silicon, dubbed GAIA, is being developed by Samsung’s System LSI business unit, suggesting that this is not merely a fleeting experiment but a serious commitment to advancing technology. Unlike traditional System-on-Chip (SoC) designs that combine a CPU and GPU, GAIA is envisioned as a companion Neural Processing Unit (NPU). This specialized chip is intended to complement existing hardware by offloading AI tasks, thereby enhancing overall performance.

As reported by Chosun and relayed by Tom’s Hardware, GAIA is expected to utilize a cutting-edge 4nm process that strategically positions computational functions in proximity to memory. Furthermore, Samsung is rumored to be exploring processing-in-memory (PIM) capabilities with specialized DRAM that can process stored information, potentially revolutionizing how data is handled within AI applications.

The GAIA NPU has already begun to make its way into the hands of industry players, with Lenovo China and HP USA receiving samples for evaluation. This move aligns with the trend set by other major players in the field, such as Snapdragon X/X2, Intel Core Ultra, and AMD Ryzen AI, all of which have integrated NPUs capable of achieving at least 40 TOPS within their architectures.

In a related development, Microsoft is reportedly testing Copilot+ AI workloads on discrete GPUs. If this strategy proves effective, it could signal a shift in the Copilot+ PC program, potentially diminishing the necessity for stringent NPU requirements. With Samsung’s GAIA, there lies the possibility of prioritizing raw AI capabilities over strict adherence to Copilot+ certifications, allowing for greater flexibility in hardware configurations.

Many questions about Samsung GAIA remain unanswered

Despite the excitement surrounding GAIA, many details remain elusive. The silicon has not yet been officially announced, leaving key information such as TOPS performance, power consumption, and pricing shrouded in uncertainty. Additionally, Microsoft has yet to publicly address the implications of GAIA, as there is little concrete information available at this stage.

Microsoft’s established minimum threshold of 40 TOPS for integrated NPUs was set years ago to gauge the overall throughput of chips. It remains to be seen whether a GAIA chip working in tandem with an Intel or AMD CPU would be evaluated under the same criteria, adding another layer of intrigue to this evolving narrative.
