For several weeks, Microsoft has been vocal about its vision of integrating AI agents into the future of Windows. However, the company’s own documentation acknowledges the potential risks associated with these agents, which can hallucinate, behave unpredictably, and even fall victim to newly emerging cyber threats. Despite these concerns, Microsoft is forging ahead with the introduction of agentic features in Windows 11.
If Microsoft perceives these agents as sufficiently risky to warrant separate accounts, isolated sessions, and tamper-evident audit logs, one might wonder why Windows 11 is being positioned as the testing ground for such technology. This push comes at a time when users are already feeling overwhelmed by the ongoing AI transformation of the operating system.
Microsoft’s big bet on agentic computing is already locked in
In mid-October 2025, Microsoft declared its ambition to transform every Windows 11 PC into an AI-powered machine. The company unveiled a series of AI integrations designed to allow users to communicate with their computers in a more natural manner, replacing traditional keystrokes and mouse clicks with conversational language. This initiative was previewed through features like Copilot Voice, Copilot Vision, and the agentic component known as Copilot Actions.
The latest updates position the Windows 11 taskbar as the central hub for this AI integration. The familiar Search box is being replaced (though this change is optional for now) with a new “Ask Copilot” interface, enabling users to summon AI agents or Copilot with a simple click or keystroke. These agents can perform tasks in the background, allowing users to monitor their progress directly from the taskbar, much like traditional applications.
While the current agentic functionality remains limited and optional, the underlying architecture and roadmap indicate that agentic computing is poised to become a foundational element of Windows.
Microsoft openly says AI agents can misbehave, but still wants them inside your files and apps
On a positive note, Microsoft does not shy away from acknowledging the risks associated with these AI agents. Their official documentation warns that these agents “face functional limitations in terms of how they behave and occasionally may hallucinate and produce unexpected outputs.”
Agents are vulnerable to Cross Prompt Injection (XPIA), malicious prompts, and malware
One significant risk highlighted by Microsoft is Cross Prompt Injection (XPIA), a scenario where an AI agent may be misled by malicious content embedded within user interface elements, documents, or applications. Such content could potentially override the agent’s original instructions, leading to harmful actions like copying sensitive files or leaking data.
Security researchers have flagged GUI-based agents as susceptible to these indirect attacks, primarily due to the elevated privileges granted to them. While Microsoft’s transparency is commendable, it inevitably raises questions about trust, especially given the backlash surrounding the Copilot feature. If the Recall feature was a privacy concern, AI agents present an entirely new set of challenges.
Microsoft assures users that agents operate under separate accounts with limited permissions, controlled folder access, and tamper-evident logs. However, these agents still have read and write access to some of the most personal locations on a PC, including Documents, Downloads, Desktop, Videos, Pictures, and Music—collectively referred to as known folders.
“Malicious content embedded in UI elements or documents can override agent instructions, leading to unintended actions like data exfiltration or malware installation,” Microsoft cautioned in a recent support document. “We recommend you read through this information and understand the security implications of enabling an agent on your computer.”
The entire thing depends on a new feature called Agent Workspace
At the heart of Microsoft’s vision for an agentic operating system lies the Agent Workspace. This feature is crucial for enabling the AI to utilize applications, edit files, move documents, and complete multi-step tasks without user intervention.
Distinct from a virtual machine or Windows Sandbox, Agent Workspace creates a parallel Windows environment that includes its own account, desktop, process tree, and permission boundaries. By providing a dedicated workspace for AI agents, Microsoft aims to ensure that these agents can operate within a controlled environment, separate from the user’s session.
Each agent is assigned a standard account on the PC, treated as a limited user with permissions strictly defined by the user. This approach is Microsoft’s response to the risks they have outlined.
How AI agents work inside Windows 11
Within this workspace, agents interact with applications similarly to how users do. They can click UI buttons, type into text fields, scroll through windows, drag files, and execute multi-step tasks, all while handling the reasoning behind these actions.
Copilot Actions already employs this model. Instead of relying on a cloud-based model to generate text, the agent performs the necessary steps directly within the software installed on the PC. This necessitates the creation of separate Windows sessions for the agents.
If an agent misinterprets a prompt or if XPIA is triggered within a document, any potential damage is contained within a boundary that allows Windows to supervise and log every action. The Agent Workspace determines what agents can access, limiting them to the six known folders, while everything else in the user profile remains off-limits unless explicitly permitted.
This design aims to prevent agents from accessing system directories, credential stores, or application data folders, where unintended reads or writes could disrupt app developers. Microsoft also employs Access Control Lists to ensure that the agent account does not exceed the permissions of the user who enabled it.
To activate any of these features, users must enable the Experimental Agentic Features, which are turned off by default.

Microsoft states, “This feature has no AI capabilities on its own; it is a security feature for agents like Copilot Actions. Enabling this toggle allows the creation of a separate agent account and workspace on the device, providing a contained space to keep agent activity separate from the user.”
MCP protocol controls what agents can touch
Microsoft is positioning the Model Context Protocol (MCP) as the standardized interface between agents and applications. This protocol facilitates communication, enabling the agent to discover tools, call functions, read file metadata, and interact with services through a predictable JSON-RPC layer. This structure prevents direct access and establishes a central enforcement point for authentication, permissions, capability declarations, and logging. Without the MCP, an agent would lack awareness of its environment, and the workspace ensures it remains within safe boundaries.
Why Microsoft believes the risk with AI Agents is worth it?
From Microsoft’s perspective, retreating from AI integration is not a viable option. The company envisions a future where users can seamlessly interact with AI within Windows, transforming the operating system into a “canvas for AI.”
With competitors like Apple advancing their own AI initiatives and Google planning to enter the PC market, Microsoft recognizes the urgency to innovate. If Windows fails to keep pace, there is a tangible risk of the platform becoming stagnant, especially amidst ongoing complaints about the sluggishness of features like File Explorer.
While large corporations often encourage users to embrace new technologies that ultimately yield significant returns, the question remains: can Microsoft be trusted?

Ultimately, the success of this initiative will hinge on execution. A single significant exploit could undermine the trust Microsoft is striving to rebuild following the Recall incident. For now, the Experimental Agentic features remain optional.
The uncomfortable reality is that the evolution toward an agentic operating system seems inevitable, not just for Windows but across all major platforms as they pursue a future where AI capabilities extend beyond mere conversation.
However, trust is not a given. Microsoft must earn it, particularly from users who already feel that Windows 11 is working against their interests. To foster acceptance of AI agents operating within personal folders, the company must begin by making these features entirely optional and providing compelling use cases that demonstrate their value.
